CHR presses charges vs. Army officer

BAYOMBONG, Nueva Vizcaya - The Commission on Human Rights (CHR) is set to put the heat on an Army officer whom it accused, together with some of his men, of being allegedly responsible in the killing of a farmer and the illegal detention of several others in Lasam town in Cagayan province.

The CHR regional office here is filing murder and multiple serious illegal detention charges against Lt. Johnny Calub of the Philippine Army’s 17th Infantry Battalion for being responsible, together with some of his men, for the killing of a certain Romy Caguia of Barangay Sicalao in Lasam.

The rights group is also preparing illegal detention charges against Calub and his men for keeping in detention for two days without charges farmers Randy Miguel, Johnny Alburot and Marcos Academia.

CHR also alleged the group to be behind the disappearance of Pablito Costano, a member of the Civilian Armed Forces Geographical Unit (CAFGU) in the area.

Jovito Domingo, another witness of Caguia’s killing, claimed to be in military custody, causing the CHR to file a writ of Amparo for his release.

According to witnesses, Calub acted as lookout when an armed group killed Caguia last month.
Col. Remegio Rivera, commanding officer of the 501st Infantry Brigade, however, denied the allegation saying that Calub had stressed he had no part in the incident and that the New Peoples Army might be the responsible for the crime.(Francis C. Hidalgo Jr. / Manila Times)
