LWUA Completes P1.2B Projects In 2005

ZAMBOANGA CITY (Bong Garcia / 11 Jan) The Local Water Utilities Administration (LWUA) said it has implemented 42 water supply improvement and expansion projects worth P1.2 billion last year that benefitted at least 250,000 additional residents in the countryside.

LWUA Administrator Lorenzo Jamora said that of the 42 projects, five were for comprehensive improvement while the rest were interim improvement of water supply system designed to meet the needs of the communities up to 10 years.

Jamora said they completed five comprehensive water system improvement projects in Binmaley and Lingayen in Pangasinan; Pagsanjan, Laguna; Iriga City; and Surigao Metro in Surigao del Norte.

He said the Binmaley, Lingayen and Pagsanjan projects were worth P175 million, P79 million, P58 million, respectively. They were all funded by the Japan International Cooperation Agency (JICA), while the P183 million Surigao Metro project was under the Japan Bank for International Cooperation (JBIC) 21st Yen package.

The project in Iriga City worth P45 million was funded under the Asian Development Bank (ADB) Small Town Water Supply Sector package, he said.

Jamora explained that the three JICA grant-assisted projects in Pangasinan and Laguna provinces were aimed primarily to improve the quality of water generated and supplied by their local water districts involving among others, the construction of water treatment facilities to solve the high mineral content in domestic water supplies.

The 37 interim improvement projects and their worth were constructed in the following places namely: Sarrat, Ilocos Norte (P10.282 million); Sta. Ana (P8.5 M); Lal-o, Cagayan, (P19.9 M and P3.9 M); San Carlos City (P36.4 M); Rosales (P4.7 M); and San Quintin (P13.6 M), all in Pangasinan; Porac, Pampanga (P13.49 M); Sta. Maria (P27.3 M), Norzagaray (P26.3 M) and San Rafael (P24.6 M), all in Bulacan; San Pedro (P39.2 M) and Los BaƱos (P27.3 M), both in Laguna; Mabini (P14.25 M) and Tanauan (P29.9 M), both in Batangas; San Jose, Mindoro Occidental (P27 M) and Romblon, Romblon (P2.2 M).

Pasacao (P28.46 M), Bato (P10 M), Calabanga (P30 M) and Naga City (P48.8 M), all in Camarines Sur; Miag-ao, Ilo-ilo (P9.25 M); Himamaylan (P27.8 M), Sagay (P15.4 M) and Silay (P28.3 M), all in Negros Occidental; Carigara, Leyte (P34.4 M); Gen. McArthur, Eastern Samar (P11.3 M); Catbalogan, Western Samar (P27.3 M); Catarman, Norther Samar (P2 M).

Claveria, Misamis Oriental (P10 M); Lupon, Davao Oriental (P14.5 M); Island Garden City of Samal, Davao (P7.5 M); Digos City, Davao del Sur (P5 M); Panabo, Davao del Norte (P4.97 M); Sindangan, Zamboanga del Norte (P11.6 M); and two projects in Pikit, North Cotabato worth P1.73 M.

Jamora said most of the 37 interim improvement projects were funded under the ADB Small Town Package and the newly-mobilized loan funds from the Kreditanstalt Fuer Weiderafban (KFW), of the Federal Republic of Germany, while other projects were implemented utilizing entirely local funds.

He said the projects were accomplished in an effort to bolster the developmental capabilities of the agency and institute reforms in the provincial water supply sector to attract more investors and expand the benefits of safe piped water supply to as many communities as possible.
