For the successful defense of his dissertation, titled "Multi-level Assessment of the Anti-illegal Drug Prevention Campaign in Cagayan de Oro City" last March 15 2006 leading to the conferment of the "Doctor of Management" degree during the Commencement Exercises held at the Capitol University Gymnatorium March 30,2006.

Dela Vega, a native of Mangatarem, Pangasinan earned his Bachelor of Science in Commerce degree from the University of Santo Tomas in Manila and graduated in Master of Public Service Management at the Capitol University.

Dela Vega is still in the active service with the PNP assigned at the Headquarters, Police Regional Office 10 and a former professor of Capitol University.
