The last time I checked, these servicemen have a chain of command; did anybody used that yet to address this issue? In fact, anybody who has a problem with this kind of behavior can address that directly to the offending individual. These servicemen should be professional enough to understand constructive criticism. If you let a guest misbehave in your own turf, you have a problem. And that is exactly what you will get. Quit the whinning and do something. You can be sure if you are on their base they will do the same to you.
