Neric Acosta, umaani ng suporta!

TV grab ng isang poll ad nuong nakaraang taon nina ex-congressman Neric Acosta at former senator Benigno Aquino III, na ngayon ay ang Pangulo ng bansa.

CAGAYAN DE ORO CITY (Mindanao Examiner / May 18, 2011) – Patuloy na lumalaki ang suportang natatanggap ni dating Bukidnon Congressman Neric Acosta na isa sa mga umano’y pinagpipilian ng pamahalaang Aquino bilang bagong pinuno ng Department of Environment and Natural Resources.

Kabilang rin sa mga ito ang apat sa malalaking grupo sa bansa at ito ang Panagtagbo Mindanao, Employers Confederation of the Philippines, Philippine Chamber of Commerce and Industry, at ang Mindanao Association for the Mining Industry.

Ngunit sa kabila naman ng malaking suporta sa kanya ng ibat-ibang mga grupo sa Mindanao ay patuloy naman ang black propaganda na ibinabato sa kanya ng mga kalaban sa pulitika. At kabilang sa mga ito ay ang umano’y pagbibigay nito ng pondo bilang suporta sa mga programa ng Bukidnon Integrated Network of Home Industries (BINHI) nuong pang 2000.

Mariing pinabulaanan naman ni Acosta – na ang tunay na pangalan ay Juan Romeo Nereus Olaivar - ang mga paratang sa kanya at sinabi nitong ‘transparent’ ang lahat ng mga pinaglaanang pondo ng kanyang Priority Development Assistance Fund (PDAF) ng ito’y nasa Kamara pa.

Paulit-ulit na umanong ginagamit ng mga kalaban sa pulitiko ang isyung ito, partikular sa tuwing may eleksyon, upang siran ang dating mambabatas. Tumulong kasi ang ama ni Acosta sa pagtatayo ng BINHI sa kagustuhang makapagbigay ng kaunlaran sa mga mahihirap na kababaihan sa lalawigan.
“This is a 10-year old, rehashed set of charges against me since my second term as Congressman of the First District in Bukidnon,” pahayag pa ni Acosta.

“This has stemmed from issues repeatedly brought out during election campaigns since 2001 – that my family has allegedly benefited from some of the PDAF funds for my district because I coursed some Grameen Banking (Microfinance Replication Programs for Rural Development - Bukidnon) funding support (of 5 million pesos) to Bukidnon Integrated Network of Home Industries or BINHI, Inc. from 2000-2001.”

Sinabi ni Acosta na ang BINHI ay isang non-stock, non-profit organization na itinatag nuong 1989 upang isulong ang ibat-ibang rural development programs para sa mga kababaihang mahihirap sa Bukidnon bago pa man ito pumasok sa pulitika nuong 1995.

“I trained under Dr Muhammad Yunnus and his Grameen Banking Program in Bangladesh in 1994, which in 2006 was named the Nobel Peace laureate. I had asked my father, along with 15 other community leaders, to be in the initial Board of BINHI, Inc in 1989, but over the years as BINHI grew in coverage and membership, the composition of the Board has changed to reflect this diversity as a non-government entity – and not as a ‘private foundation’ as its detractors insist,” pagtatanggol pa nito sa sarili.

Inamin naman ni Acosta na nagbigay nga ito ng mahigit sa P10 milyon pondo para sa mga programa ng kooperatiba at legal umano ito at kumpleto lahat ng papeles. “Yes, I identified Grameen Banking programs and cooperative initiatives in Bukidnon as recipients of a total of P10.5 million from 200-2001, which were all issued Special Allotment Release Orders by the Department of Budget and Management, indicating that such project-identification and funding were all above-board.”

“The Commission on Audit in Bukidnon has certified that the funds are with the 5,000-plus women and farmer beneficiaries and have been intact. The case charge sheet states that because my family had involvement in the earlier organizing of BINHI and supported the Bukidnon Vegetable Producers Cooperative. My family has never directly benefited from these funds,” ani Acosta.

Isa sa mga tumutuligsa kay Acosta ang si Father Venancio Balansag, ng Bukidnon Crusade Against Graft and Corruption, ngunit ayon naman kay Acosta ay mga kalaban nito sa pulitika ang nasa likod ng mga bintang.

“The so-called Bukidnon Crusade Against Corruption led by Fr. Venancio Balansag, complainant in the cases filed against me and former Mayor of Manolo Fortich, Mayor Socorro Acosta, is brother-in-law of Mayor Inaki Zubiri, of Malaybalay City (in Bukidnon), who is also the nephew of former Governor and now Vice-Governor Joe Zubiri, cousin of Congressman Joey Zubiri and Miguel Zubiri.”

“The Zubiris are the dominant political family in Bukidnon and have worked to erode, if eliminate, the political influence of political rivals in the province - former Governor Carlitos Fortich and (former Congresswoman and Mayor) Socorro and myself. There is no other case that the Bukidnon Crusade Against Corruption has pursued, which should be more aptly called the Crusade Against Neric Acosta,” wika pa ni Acosta.

Hindi naman agad makunan ng pahayag ang kampo ng mga Zubiri, ngunit paniwala naman ng mga sumusuporta kay Acosta na isang ‘demolition job’ ang isinasagawa laban sa kanya upang pigilin o maimpluwensyahan ang pagpipili ng Pangulo sa bagong hepe ng DENR.

Una ng nangako si Acosta na kung mabibigyan ng pagkakataon sa DENR ay lilinisin nito ang ahensya at ipatutupad ang lahat ng programang-pangkalikasan ng pamahalaang Aquino.

Si Acosta, na naging congressman ng 1st District ng Bukidnon mula 1998 hanggang 2007, ang siyang principal author ng Clean Air Act of 1999, at gayun rin sa Clean Water Act of 2004 at ng Solid Waste Management Act of 2001. Bukod pa ito sa 5 batas na may kinalaman sa biodiversity, caves management, coastal resources, protected areas, at plan variety protection na kanyang ipinasa sa loob ng tatlong termino sa Kamara.

Tumakbo si Acosta – na kasalukuyang Secretary-General ng Council of Asian Liberals and Democrats - sa Senado nuong May 2010 sa ilalim ng Liberal party ni Pangulong Aquino, ngunit hindi nagwagi bagama’t patuloy ang pagtulong nito sa mga programa ng pamahalaan. Maraming background at training ito sa kalikasan at katunayan ay propesor ito ng Development Management and Environmental Governance sa Asian Institute of Management at co-convenor rin ng Philippine Imperative on Climate Change at Asian Trustee naman ng International Alert (climate change and peace-building initiatives worldwide) sa London, England.
