Police regional director Chief Supt. Florante Baguio said charges of kidnapping, carnapping and homicide were filed against the suspects before the Misamis Oriental prosecutor’s office on Friday.
Of the 11 suspects in the killing of capitol employees Marlon Kaye Roa and Manuel Natimdim Jr., only four have been identified, in the criminal charges families of the victims, but all are still at large.
Baguio identified the four as Bernard Manalocon, Alioden Dimnatang, Alikhan Dimnatang and retired policeman SPO1 Nasser Imam, who was formerly assigned in Lanao del Norte.
"There is a massive manhunt for all the suspects, who are charged with two counts of kidnapping with homicide and carnapping," he told the Zamboanga Journal, adding, the group was responsible in the series of carnapping and kidnapping-for-ransom in Cagayan de Oro, Misamis Oriental and nearby areas.
Baguio tagged Manalocon, also known as Ato, as the mastermind in the killings.
The bodies of Roa, a nephew of Moreno, and Natimdim, a first cousin of the governor, were found buried in a shallow grave in the village of Landa in the town of Baloi on March 15, a week after their families reported them missing.
Policemen and soldiers found their car half buried and covered with bushes near the town. It was not immediately known how the grave was located.
