ECC issuance sa Aboitiz Davao coal-fired power plant kinontra

DAVAO CITY (Mindanao Examiner / Oct. 2, 2011) - Kinontra ng mga environmental activists ang umano'y pagbibigay ng Environmental Compliance Certificate o ECC ng pamahalaan sa Aboitiz Power Corporation para sa proposed 300 MW coal-fired power plant nito sa Davao City sa Mindanao.

Sinabi ni Dr. Jean Lindo, co-convener ng Network Opposed to Coal-Fired Power Plant-Davao, ay marami pa umanong dapat sagutin ang kumpanya ukol sa isyu ng kalikasan at iba pa, partikular sa coastal barangay ng Binugao at Inawayan na kung saan ay balak umanong itayo doon ang naturang planta.

Kinuwestiyon ng grupo ang pagbibigay ng ECC dahil duda it sa impact analysis na inilabas ng Aboitz nitong Hulyo. Ang Environmental Management Bureau ang siyang nagbigay ng ECC base sa mga dokumentong isinumite ng Aboitiz.

“This is a clear case of railroading the Environmental Impact Assessment process and we decry the EMB’s politics of accommodation and utter disregard of the people’s health and environmental safety,” pahayag pa ni Lindo sa Mindanao Examiner.

Ayon sa grupo ay wala umanong health impact study na isinagawa ang Apercu, na siyang kinontra naman ng Aboitiz na sa naturang impact study.

“As an environmentally critical project, the coal plant proposal must undergo thorough scrutiny and must involve the stakeholders in the decision making. The EMB has no basis in giving out an ECC especially amidst the concern about the freshwater consumption of the coal plant, and given that the proponent has, to date, not provided any substantial health impact assessment, which is crucial in the EIA process, that Aboitiz as proponent is duty-bound to provide,” wika pa ni Lindo.

Maging mga residente ng dalawang barangay ay hindi umano naabisuhan sa negatibong epekto sa kalikasan at kalusugan ng coal-fired power plant.

“Although international standards demand a comprehensive assessment of biological, ecological, economic and hydrological impacts of the project, in third world countries where patronage politics influence the acceptability of projects, the EIA process is more often than not railroaded,” sabi pa ni Lindo.

Ngunit aprub naman ang coal-fired power plant sa mga konseho ng Davao City dahil malaki umano ang maitutulong nito sa pagbibigay ng kuryente sa naturang lugar. Subalit may pagaagam naman si Davao Vice Mayor Rodrigo Duterte dahil mangangailangan ng maraming tubig ang coal-fired power plant at maari itong maka-apekto sa supply ng buong lungsod.

Malakas ang pag-ayaw ng mga environmental groups sa naturang coal-fired power plant, subalit sinabi naman ni Wilfredo Rodolfo, ang corporate communications officer ng Aboitiz, sa Mindanao Examiner na mas malakas diumano ang kagustuhan ng publiko na magkaroon ng naturang power sa Davao.
